Andrew Herrmann, P.E., F.ASCE returned to Washington D.C. on October 29, 2008 to provide testimony on behalf of ASCE to the House Committee on Transportation and Infrastructure regarding the need for infrastructure funding that would be included in a new economic recovery and job creation package. A full copy of his written testimony is provided on the ASCE website. Last month, Herrmann also provided testimony on behalf of ASCE to the Senate Committee on Environment and Public Works on bridge inspection and safety.

Younger Member Forum
|
Younger members and students from the ASCE Met Section joined over 8,000 volunteers by participating in New York Cares Day on October 18, 2008. This is an annual event organized by New York Cares that helps to revitalize New York City's public schools. ASCE's team of volunteers worked at P.S. 85 - Great Expectations School in the Bronx this year by painting murals in stairwells and on outside doors, painting line games such as hopscotch on the playground, repainting the school sign, and painting posters for the gym. The Hospitality Committee had the opportunity of organizing site tours and technical presentations for two contingents of engineers. These visits were customized to address the groups' specific interests and requests. On September 22, 2008, a group of nine engineers from Russia that had been attending the IABSE Conference in Chicago went on a site tour of the Brooklyn and Manhattan bridges followed by a technical presentation in the Parsons Brinckerhoff offices. |

On September 10, 2008, Andrew Herrmann, P.E., F.ASCE gave testimony in Washington D.C. before the Senate Committee on Environment and Public Works regarding bridge inspection and safety. Herrmann voiced ASCE's enthusiastic support for S. 3338, the National Highway System Bridge Reconstruction and Inspection Act. This legislation would provide dedicated funding to the states to repair, rehabilitate, and replace structurally deficient bridges on the National Highway System. In April 2008, the New York City Council introduced an amendment to a long-standing requirement in the City Charter. The proposed legislation would eliminate the current requirement that the commissioner of the Department of Buildings (DOB) be a licensed professional engineer or a registered architect. On May 19, 2008, the Met Section sent a letter to the New York City Council listing several points in opposition to that bill, which is designated as Intro. 775. In August 2008, an amended version of the draft bill was submitted to the City Council. The amended bill, Intro. 775A, requires that either the commissioner or the first deputy commissioner to be a licensed engineer or architect.

The ASCE Met Section presented its annual awards at Tavern on the Green in New York City on June 13th, 2008. The recipients of this year's awards included: Sam Schwartz, Metropolitan Section Civil Engineer of the Year; Mohammed Ettouney, Homer Gage Balcom Award; Cesare (Chase) DeRose, Thomas C. Kavanagh Service Award; Peter Zipf, Herbert Howard Government Civil Engineer of the Year; and Joseph Gadbois, Young Government Civil Engineer of the Year. The Reconstruction of the FDR Drive from 54th St. to 63rd St. was selected as the Construction Achievement Project of the Year and the Harmon Shop Replacement Program - Wheel Truing Facility was selected as the Design-Build Project of the Year.
