This award is presented to a Civil Engineer who has contributed substantially to the status of the Civil Engineering profession by their public service. The award is named after Dr. Thomas C. Kavanagh (1912-1978), a professor at Penn State University, New York University, and Columbia University and a partner with the consulting firm of Praeger-Kavanagh-Waterbury. Kavanagh was actively involved with dozens of professional societies, helped to found the National Academy of Engineering, and authored over 100 technical publications. He was responsible for creating the Met Section Structures Group and also served as the president of the ASCE Met Section.

A graduate of Penn State University and Polytechnic University, Karen Armfield has more than ten years of experience providing geotechnical engineering investigation and design services for railroads, highways, ports, bridges, airports and power facilities. She is currently the Deputy Geotechnical Department Manager for AECOM's NYC based Geotechnical Department where her team designs infrastructure projects throughout the Northeastern United States, and internationally. Ms. Armfield is also on a team that administers AECOM's internship program for their Northeast Region bringing over 40 interns to the NY, NJ, CT and MA offices each summer. Ms. Armfield is active in several engineering societies. She has been actively involved in leadership positions in the ASCE Met Section for the past 12 years, and is currently a Board Member of the ASCE Met Section. She is also on the ASCE National Committee on Career Development and an active participant in ASCE's e-mentor program.

Karen Armfield has been involved with the Future City Competition for the last 12 years, eight of which have been as the Regional Coordinator. The NYC Region of the Future City Competition is a program for NYC area middle school students to work with engineer mentors and learn about engineering. Each year approximately 30 schools participate in the program, which translates to over 200 students per year. With the help of Ms. Armfield and the Future City Planning Committee, the ASCE Met Section has been able to bring over 150 engineer mentors into local area schools over the last 12 years giving area students first-hand insight into the civil engineering profession. Ms. Armfield also participates in the Deep Foundation Institute, the Society of American Military Engineers, and the New York State Society of Professional Engineers. Additionally, she is currently an Adjunct Professor at New York City College of Technology where she teaches Soil Mechanics in the Department of Construction Management and Civil Engineering Technology.
