Younger Member Forum Constitution

ARTICLE 1: NAME, LOCATION, AND OBJECTIVES
Section 1: The name of this organization shall be the Younger Member Forum, Metropolitan Section, American Society of Civil Engineers.
Section 2: The offices of the Younger Member Forum shall be those of the Metropolitan Section.
Section 3: Its objectives shall be:
a. To cooperate with the Metropolitan Section of the American Society of Civil Engineers in the furtherance of the Society's aim and activities, particularly in reference to Younger Members.
b. To provide a training ground for developing the future leaders of the Society.
c. To foster a broader social life among its members.
d. To do all other things incidental or conducive to the attainment of the above named objectives, or any of them.

ARTICLE II: MEMBERSHIP
Section 1: All Younger Members (as defined in the ASCE Register) of the ASCE, who are members of the Metropolitan Section, shall be members of the Younger Member Forum.
Section 2: Only enrolled members (those having paid the Metropolitan Section dues for the current year) shall be entitled to vote, to hold office, to serve on committees, or to represent the Younger Member Forum officially.

ARTICLE III: OFFICERS
Section 1: The officers of the Younger Member Forum shall consist of a President, First Vice-President, Second Vice-President, Secretary, and Treasurer.
Section 2: The Executive Committee shall consist of the officers of the Younger Member Forum, the preceding past-president, and any Younger Member elected ex-officio member by the Officers.
Section 3: The officers shall be elected for a term of one year, commencing at the close of the last Spring meeting. No officer may succeed themselves, except for the Secretary and Treasurer, who may succeed themselves once.
Section 4: A vacancy in any office shall be filled by the order of the Executive Committee and the officer so appointed shall hold for the unexpired term.

ARTICLE IV: ACTIVITIES
Section 1: Meetings shall be held as prescribed in the By-laws.
Section 2: Special meetings may be held after notice thereof as prescribed in the By-laws.
Section 3: All activities and actions taken by the Younger Member Forum shall be consistent with the policies of the Metropolitan Section.

ARTICLE V: AMENDMENTS
Section 1: This constitution may be amended only by an affirmative vote of no less than two-thirds of the members at each of two successive meetings of the Younger Member Forum.
Section 2: Members shall be notified in advance of all meetings at which amendments to the Constitution are to be considered.
Section 3: Amendments to this Constitution shall not be effective until approved by the Committee on Younger Members of the Metropolitan Section.


Younger Member Forum By-Laws

ARTICLE I: NOMINATION, ELECTION, AND APPOINTMENT OF OFFICERS
Section 1: The President, during the month of January, shall appoint a Nominating Committee of at least three Metropolitan Section members, which shall select the candidates for the offices to be filled the ensuing year. A noticed will be published at that time requesting suggestions for the nominations. The names of the candidates selected and accepting the nominations shall be submitted by mail ballot to the members of the Younger Member Forum prior to April 1st. There shall be space on this ballot for a write in vote.
Section 2: Election of officers shall be by secret ballot. The candidate receiving the greatest number of votes shall be elected. In the event of a tie between two or more candidates, the Executive Committee shall by secret ballot elect one of the candidates for whom the vote is a tie.

ARTICLE II: DUTIES OF OFFICERS
Section 1: The President shall be the executive officer of the Younger Member Forum. It shall be his duty to preside at all meetings of the Executive Committee and all meetings of the Younger Member Forum; to appoint all standing and other committees with the approval of the Executive Committee; to submit a proposed operating budget to the Metropolitan Section at the beginning of the fiscal year and to be responsible for the operation of the Younger Member Forum within the approved budget; to be ex-officio member of all committees; to transmit a resume of the activities of the Younger Member Forum during his term to the Secretary of the Metropolitan Section; and to perform such other activities as normally devolve upon the office of President.
Section 2: The duty of the First Vice-President shall be to perform the duties of the President in his absence; and to coordinate the activities of the committees of the Younger Member Forum assigned to him by the President.
Section 3: The Second Vice-President shall perform the duties of the President in the absence of both the President and First Vice-President and to coordinate the activities of any committees of the Younger Member Forum assigned to him by the President.
Section 4: The duty of the Secretary shall be to take the minutes of the Executive Meetings, to keep the records of the Younger Member Forum, to conduct the correspondence of the Younger Member Forum, and to perform such duties as normally devolve upon the office of Secretary.
Section 5: The duty of the Treasurer shall be to take charge of all receipts of the Younger Member Forum, to pay all bills as approved by the Executive Committee and be responsible for the bank account in the name of the Younger Member Forum, Metropolitan Section, American Society of Civil Engineers; to keep accurate record of all expenditures of the Younger Member Forum; and to perform such other duties as normally devolve upon the office of Treasurer.
Section 6: To facilitate preparation of the resume of the activities of the Younger Member Forum, each Vice-President shall submit a report outlining the accomplishments of the committees under his jurisdiction to the President not later than two weeks after the last Spring meeting. The Treasurer shall also, as soon after the close of the fiscal year as possible, submit a detailed accounting of the Younger Member Forum expenditures for inclusion within the President's report.
Section 7: It shall be the duty of the Executive Committee to perform or delegate all the administrative functions of the Younger Member Forum not otherwise delegated herein.

ARTICLE III: ACTIVITIES
Section 1: Meetings shall be held as designated by the Executive Committee in coordination with the Metropolitan Section. A meeting may be canceled with the Metropolitan Section. A meeting may be canceled or held at other than the customary time and place at the discretion of the Executive Committee after due notice thereof to the members. An outline of the year's activities (meetings, technical seminars, field trips and smokers) shall be prepared by the newly elected Executive Committee and the appointed committee Chairman.
Section 2: Special meetings or field trips of the Younger Member Forum or any group within the Younger Member Forum may be held at times and places designated by the Executive Committee after due notice thereof to the members.
Section 3: A majority vote of the members present at any meeting of the Younger Member Forum, of the Executive Committee, or any committee shall be sufficient to take any action.
Section 4: Robert's Rules of Order shall govern the procedure of all meetings of the Younger Member Forum, of the Executive Committee, and of all committees. The Executive Committee shall meet at least once a month during the elected year.

ARTICLE IV: CLASSIFICATION OF MEMBERSHIP
Section 1: All members shall have the same rights and duties except as provided in the Constitution of the Younger Member Forum.
Section 2: Officers and members of committees who lose their membership by transfer to a higher grade in the Society may retain all except voting privileges until the work of that committee is completed.

ARTICLE V: DUES
Section 1: There shall be no Younger Member Forum entrance fee.
Section 2: There shall be no Younger Member Forum dues.

ARTICLE VI: AMENDMENTS
Section 1: The By-laws may be amended only by an affirmative vote of a majority of all members present at two successive regular meetings.
Section 2: Members shall be notified in advance of all meetings at which amendments to the By-laws are to be considered.
Section 3: Amendments to these By-laws shall not be effective until approved by the Committee on Younger Members of the Metropolitan Section.
